I think semi-permeable is permeable to a relatively small amount of substances (unspecified), while selective permeable means that it only lets certain substances in.

i think they are mainly interchangeable the only difference that comes to mind may be that semi-permeable is only permeable to water and no solutes and selectively permeable is permeable to only some things. yet i think they are used interchangeably to say that the cell membrane only lets certain things in
