you have to solve it to make it y= and it will be parallel if the slopes are the same and it'll be perpendicular if it's the reciprocal for the slope

find the slope by putting it  in y=mx+b form where m= slope so -6y=-3x-12 or y=1/2x+2 so slope for first one is 1/2 and then the equation of the second one is 9y=-18x-12 or y=-2x -4/3 so slope is -2. if slopes are equal then it is parallel if slopes are neg, recip. then it is perp. so lines are perpendicular
